The Road Safety Advocacy Coalition Uganda (ROSACU) has taken another significant step toward strengthening road safety advocacy in Uganda following a high-level leadership capacity-building workshop convened in Kampala for CEOs and heads of ROSACU working groups.
The strategic engagement was facilitated by ROSACU’s funding and technical partners, the Global Health Advocacy Incubator (GHAI) and the Global Road Safety Partnership (GRSP). The training was led by Roxanne Paisible, Associate Director of Advocacy for GHAI’s Road Safety Program, Maria Nkalubo, GHAI In-Country Coordinator for Uganda, and Carmen Koo, Senior Officer, Global Advocacy & Grants Programme (Africa) at GRSP.

The program marked an important milestone in ROSACU’s institutional growth as coalition leaders came together to critically assess the coalition’s current status, identify organizational and advocacy gaps, and collectively shape ROSACU’s strategic direction toward 2030.
Through highly interactive and participatory sessions, members developed a framework of strategic goals, priority actions, and measurable success indicators aimed at strengthening Uganda’s road safety advocacy ecosystem and increasing the coalition’s national impact.
Among the key areas highlighted during the discussions was the urgent need to strengthen communications and media capacity across member organizations. Leaders emphasized the importance of improving public engagement through targeted communications training, annual skills development initiatives, simplified road safety data dissemination, stronger digital visibility, and enhanced social media engagement.
The workshop also underscored the need for diversified resource mobilization strategies to support the coalition’s long-term financial and technical sustainability.
Participants agreed that ROSACU must continue strengthening its visibility, branding, and influence through deeper engagement with Parliament, the Ministry of Works and Transport, government institutions, mainstream media, development partners, and other key stakeholders.
Coalition leaders further stressed the importance of expanding road safety advocacy efforts across Uganda to ensure measurable impact within communities and among vulnerable road users.
Another major outcome of the workshop was the commitment by member organizations to leverage their diverse institutional strengths by assigning coalition roles based on capacity, expertise, and comparative advantage. This collaborative approach is expected to enhance coordination, efficiency, and collective advocacy outcomes.
ROSACU’s long-term vision is to become a trusted national center for road safety advocacy, research, public awareness, and capacity strengthening, while contributing to global road safety targets — particularly the goal of reducing road traffic fatalities by 50% by 2030.
Coalition CEOs envision ROSACU as a representative voice for road safety, a trusted knowledge hub, a reliable government partner, and a leading advocacy platform with local, regional, and global influence.
Looking ahead, the coalition is preparing for the 2026 Global Alliance Convening scheduled for October 2026. Future strategic priorities for 2027–2028 will focus on regional expansion, youth engagement, and strengthening communications initiatives nationwide.
The workshop reflects ROSACU’s growing commitment to building a stronger, more coordinated, and more impactful road safety movement in Uganda.
