Irene Namuyiga, unveiled the developments during a CEOs’ road safety meeting held at Hotel Africana in Kampala.

Namuyiga explained that the newly developed helmet guide simplifies technical standards issued by the Uganda National Bureau of Standards (UNBS), translating them into clear, practical information supported by illustrations.

“We have all this good English in regulations, but it doesn’t always translate to the users,” she said. “The guide is intended to give people something they can easily comprehend and use.”

The guide offers a visual overview of approved helmet standards, guidance on selecting certified helmets, and instructions on proper sizing. It targets motorcycle riders, passengers, and children, with the aim of improving correct helmet use and strengthening road safety awareness. It is intended as an educational tool rather than a policy document, with wider distribution planned in the coming months.

Motorcycle taxis, commonly known as boda-bodas, remain a critical part of Uganda’s transport system but are also heavily represented in road crash statistics, often due to improper or non-use of helmets.

Namuyiga also provided updates on the planned national helmet testing laboratory, which will strengthen Uganda’s capacity to verify helmet quality and compliance with safety standards. The facility will be hosted within a materials laboratory currently under construction by UNBS.

With support from the FIA Foundation and collaboration with the Ministry of Works and Transport and other partners, key preparatory work is underway. Uganda has also secured approval for funding of specialised testing equipment through a World Bank-supported process.

A technical working group comprising key government agencies and enforcement bodies has been established to guide implementation.

Stakeholders expressed optimism that the country will have a clear roadmap for a fully operational helmet testing laboratory by the end of the year, marking a major milestone in improving helmet safety and road crash prevention.

Uganda has taken a significant step toward improving motorcycle safety with the introduction of a new helmet user guide and renewed progress toward establishing a national helmet testing laboratory.
