He cautioned the Government against yielding to pressure from those who disregard road traffic laws.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Lawbreakers will always resist any form of regulation or enforcement and will challenge it, no matter how fair the system may be,&#8221; Mr. Baguma said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to him, many of those opposing stricter enforcement are motorists who routinely violate traffic regulations, including speeding, ignoring lane discipline, and running red lights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This group largely includes taxi drivers, truck drivers, and boda boda riders who frequently disregard traffic rules. It is therefore not surprising that they oppose stricter enforcement measures,&#8221; he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Urgent Need for Stronger Enforcement<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mr. Baguma described the high number of deaths and serious injuries on Uganda&#8217;s roads as largely preventable, attributing the crisis to speeding, reckless driving, and a culture of impunity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He urged the Government to remain consistent in enforcing road traffic laws and not be swayed by public pressure or intimidation from offenders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, he emphasized that the ongoing 60-day suspension of the Express Penalty Scheme should be used constructively to review the system through broad stakeholder engagement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He recommended that Government collect public views, concerns, and recommendations through multiple platforms, including email, written submissions, radio programmes, television discussions, and other public consultation forums.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;A transparent and inclusive review process will strengthen public confidence while ensuring that necessary road safety interventions continue to save lives,&#8221; he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ensuring Quality and Reliability of the EPS System<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mr. Baguma also highlighted the importance of maintaining high technical standards for the Express Penalty Scheme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He recommended regular calibration and maintenance of speed cameras and other enforcement equipment to ensure accuracy and reliability. In addition, he called for continuous training of system operators to improve consistency, reduce errors, and strengthen public education on compliance with traffic laws.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Complementary Road Safety Measures<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While supporting the continued enforcement of speed limits, Mr. Baguma encouraged Government to implement additional road safety interventions during the suspension period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Strengthening enforcement of speed governors on commercial vehicles.<\/li>\n\n\n\n<li>Increasing the use of handheld speed detection devices.<\/li>\n\n\n\n<li>Expanding traffic calming measures in high-risk areas.<\/li>\n\n\n\n<li>Promoting in-vehicle safety technologies such as speed monitoring and driver alert systems.<\/li>\n\n\n\n<li>Adopting proven traffic enforcement technologies from other countries that can be adapted to Uganda&#8217;s road safety context.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Building Public Trust<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mr. Baguma acknowledged that successful enforcement depends not only on strict implementation but also on public confidence in the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He cited reforms in Uganda&#8217;s driving permit system as an example of how transparency, stakeholder engagement, and continuous improvement can address public concerns while maintaining the integrity of government programmes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He concluded that balancing effective enforcement with accountability and public participation is essential for reducing road traffic deaths and creating safer roads for all Ugandans.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Mr. Richard Baguma is the Executive Director of the United Nations Association of Uganda (UNAU) and a member of the Road Safety Coalition Uganda.
